DISCUSSION
-----------------------------------
Tropical Storm Vicky has succumed to both dry air intrusion and another larger developing disturbance to the northwest and satellite presentation has greatly deteriorated as it is located far southeast of America Samoa and adjoining northern Niue. This system has lost almost all convection near the center, and that weakening is ensued. Latest microwave pass also indicated that this system no longer possess towering convection. Wind shear is low at 10KTS and expected to increase to unfavorable levels by Feb 22. Due to the proximity to the disturbance to the northwest, shear values may be higher than usual. Sea surface temperatures remains favorable at 28C and expected to remain generally favorable for tropical development. Despite this, models are indicating that this system is expected to move south and dissipation is likely under dry conditions.
