DISCUSSION

A tropical low over southeastern New Caledonia has attained gales and 
is now considered a tropical cyclone. Recent radar and satellite 
presentation from new Caledonia has indicated a presence of a rather 
tight center with deep convection. Scatterometer pass at 0430 UTC from 
HY-2C indicated a tight center inside the deep convection, consisting of 
numerous 30-35kts wind barbs that are mostly contaminated. Due to this, 
it is estimated that the system indeed has gale force winds, which was 
further supported by airport observation from New Caledonia indicating 
gale force conditions. 28P is expected to continue moving southeast away 
from New Caledonia at a rapid pace and is expected to put itself into the
New Zealand's area of responsibility. Fiji Meteorological Service indicates
a low chance of intensification into a tropical cyclone.
