DISCUSSION ----------------------------------- Tropical Storm PHANFONE continues to crawl very slowly in the open waters of the South China Sea. Associated convective activity continues to be produced near the center of the system, but showing signs of weakening likely due to lower sea surface temperatures and wind shear constantly shears it towards the north. Wind shear has no doubt increased significantly to moderate to high levels and is likely to increase even further to unfavorable levels. Sea surface temperatures are decreasing at 25-26C and are are likely to remain at 25-26C as it moves very slowly to the western South China Sea, which is only marginal for tropical development. Current models are predicting a continuous westward motion slowly with further weakening, hanging far off the coast of Vietnam as a weakening depression.
